Is anyone having issues trying to change the Radial/Diameter leader snap under document properties.  It allows me to change the default of 15 degrees, but when I go back to document properties it is still is at 15 degrees.  My change will not stay.

Yep. it's broke. I'm on the same verision of SW. What does option do anyways?

I like my set to 1 degree, it makes it a little eaasier to position dimensions on a busy drawing.

Got it. FYI.......I tried a hard return to set the degree of angle and didn't work. i also tried just typing in a value and selecting OK which also didn't work. Also tried changing other options in the dialog box with changing the degee of angle. That also didn't work. It's just plain old broken. I suggest reporting it to the VAR if you have one?

SPR #461402 was raised during the Beta stage of SW2010. No fix reported yet.

Possible Workaround

You may want to try using the Save settings option under Drafting Standards in Doc Props to export a ANSI_1degsnap.sldstd file. Then see if importing the file changes the angle setting to the one you specified before exporting.
