I'm currently trying to find where in what code any requirements that state that a stainless steel WPS requires impact values for stainless cryogenic piping..any and all help is appreciated.

What code are you working to? There are many codes from many countries, but only you know which piping code you are working with.

Always remember, free advice is worth exactly what you pay for it!

In the USA, 49CFR Part 193, requires pipe design and fabrication to B31.3, under NFPA 59A.

I'm in Canada applying CSA Z276 and B31.3...

B31.3 requires impact testing of the weld metal only on the PQR coupon. Only lateral expansion is required to bt measured on stainless steel weld metal, assuming your pipe is austenitic stainless steel - assumed Tp304(L) or Tp316(L). NFPA 59A requires 100% RT of butt welds.
