  i would like to ask how to know the breakdown voltage value of enamelled single daglass covered copper strip?can i use baker hipot test for this?

The guys that make magnet wire use to twist two wires together and apply HV to the pair to find out the breakdown voltage. I am not sure if that results in twice the breakdown voltage of a single wire, but that is the method. I guess that you can use one unenamelled wire if you want to get the voltage for a single wire.
Finding the breakdown voltage of a copper strip would follow a similar path, I guess.
