With your Drawing open, just go to...

Insert -> Dimension -> Ordinate...

...and select your 0,0 ('Origin') point and then when you select your first dimensioned object, the system will automatically define, as you select Dimension origins, the 'margins' which will control the placement of future dimensions referencing this same 'Origin' point.

If you adding Dimensions to an existing Ordinate set, after the Ordinate dialog comes up, just select an existing 'Origin' point and then your dimension will be added to that set.  Note that you can have more than one Ordinate set on the same Drawing or even in the same view.
