Catalogs and synchronization

(OP)
Does anyone know what might be causing this "broken" to appear next the catalog item?

http://files.engineering.com/getfile.aspx?folder=7657e61c-cea8-4366-89e4-cc9a84d9905f&file=broken.JPG

I have the .CATPart and excel file of which the part with (broken) is being derived from, yet Catia is acting as though it needs to have the derived .CATPart file existing already.

For example, I need the APR010M.  It is derived from the NAAMS_RETAINER_APR010M-011M.CATPart & NAAMS_RETAINER_APR010M-011M.xls file.  It keeps giving me this error.

I've tried going into Links and then loading the unloaded documents, they load, but then they put the derived versions of the CATParts on my local.  They will also say "Not synchronized", I have yet to synchronize anything.  I'm at a loss as to what is going on, so any help that is offered will be appreciated.  Thanks.
