Turning an eccentric diameter

We have a part with an eccentric diameter and I'm wondering
about what options there are for turning this on the lathe(apart from using one of those whirli type tools I've seen advertised). I'm on the mill side so it usually means I make an off center collet or mill it. The diameter is close tolerance so I'd rather not mill it. I was under the impression that there was some kind of cam routine or canned cycle for turning this without special tooling.
