Disable NUMLOCK function in Operating System for notebook

(OP)
Hello,
I use a VAIO notebook. A program controls NUMLOCK to enable the keypads but it's inconvenient. Although I turn off NUMLOCK, but then, the program turns on it again.
How do I solve this problem, I want to turn off numlock permanent bc I never use the keypads function. I tried in BIOS, I added NUMLOCK=OFF in config.sys, but nothing happen. I'm using WIN98SE
Thanks for reply.
