Is there a NEC or OSHA requirement that Construction 120 Volt GFIC breakers and GFIC receptables be tested on a periodical interval?

OSHA references NFPA 70E.  Section 110.9 C) says " GFCI protection devices shall be tested per manufacturer's instructions."

Most instructions say to test monthly.  

Tests should be conducted and recorded or the constrcution company could be written up by the OSHA inspector.  No different than the tests required on extension cords.

Are you asking about GFCi's used on temporary installation such as a construction site?
