This question pertains to an interpretation or definition of "Section Thickness".  
Specifically, ASME B&PV Code Section III NB-2539.4 states that radiograph inspection is required if welding repairs are made >10% of the section thickness.  Does that mean "DESIGN" thickness, or "Actual" thickness including extra margin thickness above and beyond the design thickness?
