Does anyone know if there is an OSHA requirement for metal shelving that stands more than 4ft to be bolted to the wall?  It seems to me there is, but I can not find it or I am skipping over it entirely.

I don't believe that you will find it in OSHA 's stanards directly.  Regulations like this are incorpaorated into the OSHA stanard by reference. You want to look at Executive Order 12699, the Uniform Building Code (UBC) section on seismic engineering,
