Support Lugs Without Rings - Gusset Allowable Compressive Stress

(OP)
Hey Guys

Working through the analysis in Pressure Vessel Design Handbook (Second Edition) by Henry Bednar Section 5.2 Support Lugs Without Stiffening Rings and at the top of page 157 there is an equation for allowable compressive stress of the vertical gussets, this equation is:

Sa = 18000/(1 + (1/18000)*(L/r)^2)

Can anybody shed any light into where this equation comes from? And why 18,000psi is used in the equation, when the allowable stress of the gusset material is 20,000psi in the example?
