This is how a shim(spacer) was specified.  I think the specifier probably meant "...or solution heat treated," since solution treating requires rapid cooling whereas normalizing -- at least with carbon steel or alloy steel --is air cooled.  If 304 SS is air cooled from the annealing temperature, would it not be susceptible to sensitization?

Does AMS 5910 actually include some statement in reference to normalizing??  I do not presently have access to this SAE spec.

SAE AMS 5910 specifies that the delivery condition is cold-rolled.  There is no reference to normalizing, because it is not applicable to an austenitic stainless steel such as Type 304.
