I have found one manufacturer that makes explosion resistant Class 1 Division 2 Group C & D electric water heaters in the 1000 gallon storage tank size, Hubbell. Is there another? I cannot find any.

It's probably more of a custom item from some of the regular suspects.  You'll probably have to contact the companies/reps to see if they can do it, such as:

Cleaver-Brooks, Fulton, Bryan Steam, Lattner, Precision, etc...

I'm pretty sure Indeeco makes immersion heaters with explosion-proof term boxes...
