Is there a Design Standard for the design of fabric members in tension other than IBC.

Not that I am aware of, other than the laws of physics.

If it is simple then just design it as a catenary.

Good european site with a publication that covers all aspects of tensile structure design. I think ASCE has a set fo standards also.
