As we know, in OMF seismic design(per AISC 341-05), we can use AISC Design Guiding 4(AISC DG4) to design the Beam to Column Flange Moment Connection(BCF). In this guilding, bolted based Moment Connection(using End-plate and 4/8 bolts) Design method were introduced.

My question is wheather the welding could be used in the connection of beam to column flange, and if above is YES, is the 'end-plate' necessary for this connection?

IN TODAY'S ENGINEERING PRACTICE, THERE IS NO SUCH THING AS A"NORMAL"OR "STANDARD" STRUCTURAL ANALYSIS.

It seems welds can be used...

11.2. Beam-to-Column Connections
Beam-to-column connections shall be made with welds and/or high-strength bolts.

have to be special welds, called demand critical, however...

11.2c. Welds
Complete-joint-penetration groove welds of beam flanges, shear plates, and beam webs to columns shall be demand critical welds as described in Section 7.3b.

Since it seems there is nothing that prevents not to use a front plate, I think it not mandatory detail. However must meet the required strength and stiffness.

Any detail that is acceptable for IMF or SMF, would be equally acceptable for OMF.

You can use the WUF-B from FEMA 350, which is similar to the WUF-W, but with a bolted web plate.

OMF's don't require a pre-qualified connection, but I'm pretty sure the WUF-B meets all of the AISC 341 requirements.  

Alternately you can use the WUF-W per AISC 351-05 Supplement 1.
