As we know, in OMF seismic design(per AISC 341-05), we can use AISC Design Guiding 4(AISC DG4) to design the Beam to Column Flange Moment Connection(BCF). In this guilding, bolted based Moment Connection(using End-plate and 4/8 bolts) Design method were introduced.

My question is wheather the welding could be used in the connection of beam to column flange, and if above is YES, is the 'end-plate' nescessity for this connection?
