I am looking for any statement in ASME VIII-1  regarding the requirements of NDE for joint category D (nozzle neck attached  on shell by fillet weld). UW-2(a)(1)(5) only state that joint Category D shall be full penetration and there is no requirement to performed NDE such as MT/PT/UT. Can anyone help me?

The code specifies the minimum requirements to built a "basic" safe vessel.  It is up to the user/designer to add additional requirements based on the intended service the vessel will work in.   The Code is not the magic book that covers all services.   No, the code have not specify NDE for Cat D joint.   So, you have to specify it now based on your experience.  If you are not experienced then hire an experience vessel engineer to supervise your work.

To help you out, you should always use a full pen weld on CAT D due to events like nozzle loads.  I assume your service is nonsour-noncorrosive-A-typical-run-of-the-mill service then ask for random inspection of 2 nozzles on the vessel with 100% UT and MT.  If an indication then the penalty is to make the fabricator pay for same NDE on another nozzle., etc.
