We are a manufacturer of shell and tube heat exchangers.  For years, we have been supplying units to Russian GOST for import to Russia, and it was no big deal.  We designed and manufactured to ASME Code, created a vessel dossier, shipped the unit, and we were done.  Now, we're hearing that we need to do additional NDT above and beyond ASME.... does anyone have a good handle on this?

The name of Russian PV Code is: ПБ 03-576-03 Правила устройства и безопасной эксплуатации сосудов, работающих под давлением (Rules of Construction and Safe Operation of Pressure Vessels). This Code was revised in 2003. You can follow this link to see the document in Russian:
http://www.0-1.ru/law/showdoc.asp?dp=puibes&chp=0. (I hope, you have a Russian interpreter available).
In this document, you can find the requirement that foreign made vessels to be installed in Russia need to be officially permitted by Russian governmental agency Gosgortechnadzor of Russia.
As for NDE and other examinations and tests required, it depends on the PV Group (from 1 to 4) assigned to the vessel. You may find good info in your contract with Russian party. All the requirements supposed to be be there.
