I have seen such device about twenty years ago with if I remember correctly were hydraulic fluid pumps used on trucks.  Check out some of the ME handbooks and the webb.

That is an axial piston pump which is commonly used in hydraulic power systems and also for automotive air conditioning compressors.

Also used as the high pressure pump in some high pressure power units for powering rescue tools.  And the high pressure end of some pressure intensifiers.
There are no high pressure dynamic seals.  Leakage is controlled by controlling piston clearances.
