I am looking for guidance for sizing battery for low profile substation.
What are the worst case scenario I should cosidere for momentary load ? What breakers or circuit switchers shoyuld be operated in case of fault ?

There is an IEEE guide for battery sizing for substations, IIRC.  Battery should be sized for operational sequence needed to get the substation back in service.  But you also need to consider the continuous loads imposed by dc-powered devices such as relays, communications equipment, inverters, etc.

IEEE 485 is the guide to develop a DC load profile and subsequent battery sizing for lead acid flodded cells.Also after developing your correct load profile, any battery or charger manufacturer will size the battery using a simple excel sheet.Therefore, the challange is to develop the load profile correctly.

Main points are,
1)to indetify all continuous loads
2)to indetify all momentary loads
3)to indetify the worst case contingency in the swgr or substation concerned.
