I have been assigned to design a external gear pump. It would be great if anyone provide a step wise procedure in design of external gear pump.

My experience has been that they actually work better with the gears on the inside.

I would start by scouring everything you can find out about Viking Pumps.  There is lots of good information about them and their product out there.

In my opinion, somewhere in the third world, the terms "design" and "specify" are interchangable.... this leads to confusion on these fora.
