ASME VIII Div2 (2007) Protection Against Local Failure interpretation

ASME VIII Div2 (2007) Protection Against Local Failure interpretation

ASME VIII Div2 (2007) Protection Against Local Failure interpretation

(OP)
According to section 5.3.3 an elastic-plastic stress analysis shall be performed in accordance with the local criteria given in Table 5.5.

Does this involve performing a local criteria check with the load combination: max[2.3,2.0(St/S)]*(P+Ps+D)+Wpt, since the criteria is "Global and Local Criteria"? (Will the local strain limit have to be satisfied for the hydrostatic test conditions criteria, and where relevant the pneumatic test conditions criteria)

If limit-load analysis or alastic-plastic stress analysis is used to check protection against global failure (in accordance with sections 5.2.3 and 5.2.4 respectively) can elastic analysis be used to check protection against local failure (in accordance with section 5.3.2).
