2007 California Mechanical Code Section 604-Installation of Ducts, requires a clearance of 18" for all ducts installed under floor for access.  We have a modular building with only a maximum under floor height of 19".  This gives us only 1" of duct space to work with.  Does anyone know of any exceptions to this requirement?  Are modular building exempt?  Any help will be appreciated.

Not a fan of BARD products?I'm not aware of any relevant exceptions that apply to any sort of structure, modular or not.If all areas are accessible from some direction with 18" of crawl space, and a duct material accepted for underground applications was used, you might be able to convince a  plan check clerk sign off. Just get it in writing.
