Thank you Troy,

Unfortunately, no menu comes up when I do that.  I have noticed however, that the defined dimensions stay fixed so long as I don't drag any entities, -if I do, everything starts floating around.  Editing dimensions by typing in numbers works fine.  

I recognize the fact that I'm new to this software and that I'm not using the newest release, but the interface sure strikes me as very non-intuitive and out-dated for being such a renowned work-suit.

In Sketcher Preferences there is an option to Lock Modified Dims when changed. So if you enter a desired value it gets fixed and still allows drag modification of the geometry in your sketch that is constrained by weak dimensions or unlocked dimensions.

I've actually started my Wild Fire Journey about 6 months ago, and know EXACLY what you mean. I still get very frustrated here and there but it does get better especially if you need surfacing done.
Make sure the dimension is selected (left-click) it should become red, and then R-click.
