In the current project I have the following problem:
We make rehabilitation of 400 kV switchyard, where complete control and protection equipment is replaced. Control scheme have to be replaced following the existing philosophy - no Substation Automation System, control will be again from control board via discrepancy control switches. My problem is closing of Circuit Breakers from SCADA. SCADA commands are coming from RTU, so for closing of CB we have to provide check synchronizing. Existing scheme is based on old electromechanical check synchronizing relays, which are no more available. I am looking for advice about some not complicated (read not very expensive) relays which can be used for check synchronizing purpose. Important is to have possibility to work in any of the four possible cases: Live line-Live Bus, Dead Line-Live Bus, Live Line-Dead Bus and Dead Line-Dead Bus.

I'm fairly certain the Areva KAVS100 relay can cover the four cases you describe. I think the earlier MAVS did not cover the dead line / dead bus condition. It is a while since I bought any of these relays - maybe four or five years - so I hope my memory is not failing me.

If you are replacing existing control and protection equipment, you can easily get protective relays from several manufacturers that include synch check without buying stand alone synch check relays.

Hi lz5pl.
As Scotty saied, KAVS100 is very simple synchrocheck relays and still on the market.
Simple for setting ABB relay SPAU140C, but not so cheaper, from other hand is 400kV, it's include inputs for dead bus release too.
Or, as jghrist  saied, you can used simple protective relay, VAMP, Siemens 7SJ804, or...you know smile.

So should pick a relay that fits with the scheme you have choosen for your line protection. Most manufactures make a sync-check relay, and most microprocessor relays can be set to do any or all of these features.

As stated above, several protection relays include sync-check, and you might want to consiter this feature in the ones you buy.

I don't feel we should recommend a relay here as your choice should reflect your ability to maintain, and your relationship with the different relay manufactures (I know there are several that don't show up here).

Thank you all for your advices. Of course the best solution is to use check-synch function of relay protections. I do it that way whan the complete project is in my hands. But in the particular project relay protections are delivered by the client as ready panels and I cannot change them.
I consider using of KAVS (I have good experience with it) but it is looking for me too expensive. I am looking for some simpler solution, as synchronizing relay for small generators (like SYNCHROMAX), but they typically have only LL-LB and DB-LL options.
In the existing solution simple electromechanical voltage relays are used (for LL-LB case) and bypass of check-synch circuit when one of the sides is dead (dispatcher should know this for sure).
Probably we will go now to KAVS or 7VE61 relay (most of relays are Siemens). But before that I am looking for some cheaper solution because the main contractor missed these relays in his offer.
