AS per ASME Section IX the welder Performance qualification -thickness of weldmetal qualified range is given as
1. "All" weld metal thickness ----range of approval  is 2 times the thickness welded

2.13mm and above with minimum three layers -range of approval is maximum to be welded

I could not understand the meaning "All " if it means all weld metal thickness means why the 13mm and above range is given

Unless you are 13mm or thicker, and use at least three layers, the max qualified thickness is 2T.
If you use 13mm or thicker plate with at least three layers, you're only limited by your WPS.
