You could very well end up replacing a flush head fastener by doing a local spotface and installing a protruding head fastener. I've done it, but only after some engineering work.

i'd expect to see LZ type rivets ... i don't think these can be shaved (or sanded). of course if we are talking BJ rivets, then you've got more room to manoeuvre; i'd suggest no more than 0.01" removed. but who's going to check (each rivet head) ?

MIL-HDBK-5H 8.1.2 Solid Rivets......Head height shall be a minimum 0.3 Diameter.
When you work this out on AD rivets, a good field maintenance go/nogo gauge is a common rivet set. Place the appropriate set over the bucked rivet head. If it bottoms out on the head, and doesn't touch the skin, you're ok.

I'd tell the ASI to go pound sand if he came up with that mandate!!
Maybe the AD dimple was just filled with paint or Bondo?? What then?
You'd do more damage replacing many 402 rivets than just leaving them alone.
