I urgently require a low ohms meter that will detect anodic copper plating as it is laid down within a 6 ft x 2ft diam steel cylinder.  I intend to check for significant reduction resistence through the lenth of the cylinder.
Low ohms meters are extreemley expensive.

Perhaps someone could tell me what would be required to make a simple fixed low M ohms circuit tester for steel

Or am I being unrealistic..

Perhaps you know of a low cost ohms meter for steel.

I suspect that if they were easy to make they would not be extremely expensive.

theplumber...if you are able to see the surface you should be able to detect if copper overlay has been done.  If you are checking for the thickness or application of the overlay, use a magnetic paint thickness gauge.  It detects the thickness of any non-magnetic material over a magnetic surface.

One of the easiest method to detect if copper has been deposited is to wipe the surface down with household ammonia (typically used for cleaning).  Put a small amount on a light colored cloth and wipe over the surface. If copper is present the ammonia with pick up some copper ions and turn a bright blue color.
