Does the size of a flare bevel weld have to be 5/8 times the thickness of the bent plate? If a smaller weld is required per calcs can the weld size be smaller. I am concerned about the heat a bigger weld will generate as the plate I need to attach is only 3/8" thick and the weld size comes out to be 7/16". Can a 1/4" flare bevel weld be used for a 5/8" thick bent plate?

It has much to do with the radius of the curve. The larger weld does not have to be made in one pass.

There's no particular reason you would need the full 5/8 radius weld.  The code is simply indicating what throat you would actually have if you filled the entire gap flush.  This can be viewed the other way.  Whatever weld material it takes to fill up the gap from the tangent point to 3/8 radius up doesn't count in your weld throat.
