A large machine requires a foundation of concrete piers that support it off of the ground.  The machine Vendor supplied seismic loads at the equipment attachment to the piers per ASCE 7 Chapter 13 Nonstructural Components.  
The engineer designing the concrete piers has stated that they require seismic loads based on Chapter 15 NonBuilding Structures in order to design the concrete foundation.
Who is correct?

I think it should be Chapter 15.

Under Chapter 13, which item under table 13.5-1 would you use?  I don't think the bottom items (Rigid or Flexible Components) would apply.  Plus a concrete pier foundation is certainly NOT non-structural.

Under Chapter 15, Table 15.4-2 seems to be more in line don't you think?
