Application of VLF test set,Allen Bradley says to connect the ground lead from the hi-pot tester to the load side of the contactor. What technical reason would there be for doing this.

If your testing a vacuum bottle with a VLF test set (or any other single point output tester AC, DC or VLF) the output lead (hot lead) would be placed on one side (in your case LINE side) of the bottle.  The return lead (or ground lead) is placed on the other end of the bottle (load side).  This will test the bottle its self, just remember to test the primary insulation components at the proper level required for your application.  I am not aware of the test specifications or acceptable criteria for VLF testing of switchgear.
