I'd like to change my style of diameter and radius dimensions to always be displayed as "cranked", can someone tell me how to do this?

Do you mean with a joggle or horizontal text with a leader?
Joggled can't be permanently set.
For horizontal with a leader (V20 or earlier) in Draft go to Format>Style>Dimension then select the appropriate standard (eg ISO), then New.
Type in a name for the new standard (eg ISO Rads) then click the Text tab.
About half way down on the left set the Orientation to Horizontal. You can also set the text to Embedded or Above.
Embedded will attach the leader to the side of the text, above will place the text above the leader. Click OK.
You should now see your new style listed. Click Close.
Now go to Tools>Options>Dimension Style and check the box 'Use Dimension Style Mapping'.
In the list you can now set Rads and Diameters to use your new style.
Do this in your temmplate file and you will always have it in your drafts.
In ST the procedure is the same but to get to styles go to the View tab then the icon showing a small and large 'A'.
When you have created the style, click the Application icon (top left of screen) then Solid Edge Options, then Dimension Style.
