Any body is aware of  Surge capacitor test standards?

The IEEE C62 series covers surge arresters.  Was your question about surge arrester or surge capacitor test standards?  Your title says one thing, your post another.

The field technician did a Hi-Po testing for insulation on a 5KV surge capacitor. It turned out to be below NETA standard. I am looking for the test standard for the surge arrestor.

Two comments on dc testing of capacitors:
1 - it may take a long time to reach steady state since you have to charge the capacitor.  The one minute time listed in NETA probably applies to capacitors where both terminals can be isolated from case/ground (two bushings). I think one minute reading is meaningless.
2 - steady state leakage current can be affected by porcelain coniditon.

Other possibly useful tests:
1 - visual inspection of oil filled capacitors looking for leaks.
2 - power factor test of oil-filled capacitors.
3 - capacitance test of caps which have multiple internal series elements.  Shorted cap will be evident.

Westinghouse has published some guidelines for hi-pot testing of dry surge capacitors in one applicaiton I am familiar with. I will take a look at that on Monday if I remember.

I'll be interested to hear if you come accross any standards for surge capacitors.

By the way I assume we're talking about dc hi-pot testing (that's what NETA MTS1 mentions).  If ac, never mind.

I would megger to determine it's not shorted at 5kV or less depending on rating and AC test using (120vac) line voltage and a multimeter to determine the actual capacitance and compare it to the nameplate (or a PF test set if handy to supply ac).  But I am less concerned about standards and really want to know if it will work correctly.
