Are there any size limitations stated in section VIII whereby the rules no longer apply? Ie; Maximum Diameter?

If you hold the thickness constant and increase the size, at some point, the allowable pressure would drop out of the range covered by ASME, and you'd be into an API-620 tank or similar.
If you're looking at shop-fabricating a vessel, then crane capacity, shop size, shipping considerations, and heat-treating capabilities all might enter into it. It may be cheaper to get two shop-fabricated vessels than to field-erect one larger vessel, for that matter.
