I'm looking for a good article on water-side economizers to submit as "backup" to a proposal.  Ideally, I would want one that contains an actual successful case study as opposed to strictly theoretical (although I will take those too).

My specific task is to use plate heat exchangers fed from the cooling towers when ambient permits, and use that as my chilled water source for the building.  An article that contains a control sequence as well would be great.  I also have mixed ideas on the best way to do a "rapid" change over from economizer mode back to regular chiller use.  The required warm up of the tower water is slowing me down.  Any thoughts?

I have do the standard Google search and haven't found much.
