Does the NEC,guarding of live parts, requires live parts to be guarded against accidental contact when qualified personnel are to be inside an electrical vault or transformer room? Please advice....

No, if you read item (1) under 110.27. 110.27 also says, except elsewhere required by code.... so it's open to interpretation. If in doubt, ask the local electrical inspector.

I agree with Rafiq. Generally if access is controlled to qualified personnel, guarding is not required. Also see articles 450 and 490, if they apply in your case.

So how DOES the NESC 373 part C, Clearances in enclosures or vaults, can be interpreted to guard insulated live parts as described by the safety rules for underground lines. Please advise as appropriate.

What does it say? I do not have NESC text at this time.

Also insulated live parts?

You also need to decide if the installation falls under NEC or NESC. Utility work is not covered by NEC, while NESC is not the legally adopted Code for non-utility work in most states. Although there may be some areas that appear as overlapping.
