Time for checking plumbness

(OP)
Hi, does any standard recomend the time to check the plumbness of an API 650 tank? the contractor in our project insists that we do it early in the morning. Of course we rather do it just in after noon....

It depends on tank location and related temperature profile during the considered season
The CTR should explain and justify his query based on applicable codes & stds or professional practise
For the Client, tank verticality should be measured when the tank will present the maximum deformation, results to be compared to API 653 (1/100) or API 650 (1/200) depending on the purpose
