How can the insulation thickness of a power cable be determined theoretically?
specificly is there any standard for the insulation thickness of a 66 KV cable?

No mention of regional applicability, but aeic.org  Unfortunately, their materials aren't free.

I do not think that any theoretical method will give satisfactory results for use of solid-dielectric insulation at 66 kV.  This requires a great deal of empirical design and testing.  There may be **standards** that are applicable with minimum thicknesses, but these will be based on experience and testing more than theory.  

If you want a practical cable construction and insulation thickness, contact a reputable cable manufacturer such as Pirelli or others.
