We have a drawing that consistis of 2 sheets, one of which is some reference secret information that is specifc to a certain divsion. They do not want it to appear in Teamcenter and asked if there was any way to make it reference only or invisible so the only way to see it is in NX, in the same way as yo can make components reference only. This will mean that when the part is released, it will not create and store a cgm in the TCE data-sets.

The only way I could think of would to be create two separate drawings and name them sheet one and sheet 2 and only allow permission to sheet 1 for the rest of the world to see.  

I know this is not best practices by any means.

Before saving the drawing in Teamcenter, do something such as reduce the size of all views, place objects on an invisible layer, or something else that would render a "picture" of the sheet useless.  It can always be reversed, but only in the context of an NX sesson.
