Compress forcing normalization of flange in Appx 1-6

I'm designing a dished cover with a bolting flange like Fig. 1-6 sketch D (Appendix 1-6).  I cannot find in the code where SA-516 Gr. 70 material used for the flange must be normalized (at 3-1/4 thick), but Compress keeps forcing it.

Please help me find this in the code!  It's driving me CRAZY!

i think that any plate that thick requires normalizing for asme code

It is in the material spec. for SA-516...Section 5.2 which says,

"Plates over 1.50 in. [40 mm] in thickness shall be normalized."
