I worked on an instalation today thet had 3 415 v 16A sockets parelleled up all protected by one breaker. is this common practise? are there any safety implications? i cant see any provided that the cable sizing is adequate for the breaker

Yes but I believe each socket has to be rated for the full breaker allowance.  The full 16A can be delivered safely to any one outlet.  If that were occurring and anything else was plugged in then the breaker would trip.

This is heavily dependent on local codes.  In the US there is no limit in the National Electrical Code on the number of general purpose receptacles that can be placed on a single circuit. And some electrical contractors are incredibly creative in exploiting this capability.  

The only safety issue is that frequent breaker tripping leads to bad behavior - using a large breaker or fuse.
