I'm starting my Job next week here at Massachusetts as part of testing and commissioning team, my background is on HVAC design and I want to know where I can get this information or any testing and commissioning online study course :

Development of the commissioning plan
Development of Pre functional inspection form
Performance of Pre functional inspection
Development of Functional test protocols
Commissioning documentation
Post occupancy evaluation

I think it depends on whether commissioning is limited to Division 23, or whether the mechanical will just be one piece of the overall.

PECI.ORG has a very good web site, a good commissioning model (for both new and existing buildings), lots of checklists, standard forms, functional performance tests, etc.

A California state web site for commissioning, has toolkits for owners and contractors. It also hosts the National Consortium on Building Commissioning (NCBC). Lots of checklists, forms, guide, model, functional test samples. Link to the Oregon Energy Office also has some usable specifications, guide, tests, checklists, etc.

is there any step by step procedure to do commissioning for New Building and Existing Building?

I found the link lots of checklist, forms, etc. but i can't find what's the first step in testing and commissioning.

example of what i'm looking for new building commissioning.: firs step: check the design, second step: get all the technical information of equipment (chiller, pumps, ahu, etc), third step: ?? ....

check out military commisioining guides.  They are the only oenms with budgets to do a step by step process.  Some of theior HVAC design guides are very good
