Is it possible to connect an 8" HDPE or PVC water pipe into a 3" AC water pipe? What pieces or couplings would be needed? What are possible restrictions and/or regulations?

What pressure water?  What temperature?  

(Sorry, I don't recognize an "AC" pipe material.)

Yes, but you will need reducers and adaptor fittings.  Is the "AC water" pipe steel, copper, pvc, ... what?

I also am not familar with an AC water pipe.  What is it?

an AC water pipe is made of asbestos cement (AC). this is a brittle material and must be handled carefully to avoid creating dust which contains asbestos. The type of connection depends on the alignment of the pipes and the specific size and type of pipes to connect. Is this a butt connection or tee?

Thank you for your responses. AC pipe is an asbestos cement pipe, just like cvg states. The attempted connection is a tee. The existing pipe is the 3" AC pipe; how would you connect an 8" pipe to it? It is a pressurized system by a 120' tall tank.

If you can live with a small connection, you could use a service saddle on the 3" line. Otherwise you will need to cut in a 3x3x3 tee. You may need to use a Dresser style coupling. Regulations include proper and safe cutting, handling and disposal of the cut piece of AC pipe in a regulated landfill.
