Hello,

I have a project where we have built a pressure piping system where have supplied in preparation for ABSA registration by others. We have met all requirements, we just haven't applied for registration. There is no PP number for that packages and no open file with ABSA.

The client has asked that we have TSSA (we are in Ontario) witness the hydro test of the system and sign off on the AB-83F form. However, I've been told that TSSA won't sign off on the form if there is no PP number.

Can anybody confirm this as I can't get hold of anybody at TSSA and I need to respond to the client.

I have been doing work at a nuclear plant in Ontario for about a year and a half now, so my experience with the TSSA is somewhat limited (Permanent Residence is in Tennessee, USA).

From my understanding of the process, I believe you just need to "reconcile" the design with the TSSA at this point.  Reconciliation is essentially an assurance to the TSSA that the final design will be registered.  This reconciliation is typically accepted by the TSSA prior to construction in my experience.

I am not familiar with the relationship between the ABSA and TSSA.  My recommendation is for you to talk to the TSSA office in Toronto (they have always been extremely helpful to me).

For an AI to sign the AB-83F they would need the documentation returned from ABSA which includes the PP number.  How is an AI supposed to confirm that the piping system meets the registered design if the design is not in front of them?

A TSSA inspector should be able to witness the hydro and verify wps etc, etc, without the PP number but they cannot complete the form.

As per CSA B51 4.1.1 system registrations should be submitted and accepted with the authority prior to construction.  That would mean you should have a number by now.  You can't apply hydrotest pressure to something that is not registered.  That would mean the TSSA rep can't witness anything until you have registration.

Playing catch-up is never a good way of doing things.  Once you have your PP the ON rep can witness on behalf of Alta. and it will be accepted.
