For single clip angle connections where the leg is three-side welded to the supported beam and bolted to the supporting beam, for design, do we have a moment due to eccentricity only on the bolt group or will the weld group also have moment of the same magnitude as opposed to just pure shear? I have always treated the angle like a cantilever which has moment due to eccentricity only on the leg which is connected to the supporting beam, but is this not the case?

There is moment on both the weld and the bolts.
