I'm surprised no one told the reporter that it's a manlift not a crane.

The worker drove one wheel over a manhole that was open or became open and the thing tilted and tipped over.

The manlift rode over and broke a fiberglass cover for a Comcast MH.

"The type of equipment involved in the accident, known as an AWP or aerial lift platform, is not technically considered a crane, and is not subject to the strict regulations put in place by Philadelphia last year in response to deadly accidents in New York and Miami."  So the writer did know.
