I am told that API-510 says "ASME VIII Pressure Vessels constructed prior to 1968 requires that any new calculations/specifications be completed under the CODE in effect when the vessel was fabricated".

Is there a "source" when a person can obtain the 1950 CODE ?

Our plant was built to the 1950 Code and the last time I looked we still had a copy so if you have a specific question I try to get an answer.

A horizontal vessel (bullet) was built for gas service at less than full vacuum.  It will now store liquid, so it will be rerated for 100% vacuum.   We have engineered a series of rings (WTs) with the stem welded on the external vessel wall, in order to accomplish the required reinforcement.  There is likely no difference from 1950 to now, but Corporate Engineering has thrown the "challenge flag", based on API-510.

You assistance is greatly appreciated.

Yes. Try the National Board of Boiler and Pressure Vessel Inspectors.
