For this flow of work
1. Pipe rooting was designed by piping design group
2. doing stress analysis by piping stress group
3. Revise drawing as per comment from piping stress group

.
etc.
Final step. Issue the drawing with stress report for construction
After that if at construction field have the problem with pipe rooting such as it is ostruct something and they want to change the old rooting
Did we need to doing stress analysis for new pipe rooting ?
Or revise the drawing to the as-biult drawing version only ?

1. Do a new stress analysis for the revised routing
2. Retrain both the designer and the checker they do a better job of field survey, routing and checking in the future,
3. Require the checker to go to the field to walk down the routing before he or she does an analysis

Now, what constitutes minor vs. substantial? That's really a judgement call and why it should involve a senior engineer.
