We have recently moved into a new building.  A gentleman in the office has asked if new toilets in public buildings have a minimum clearance from the seat to the level of standing water in the bowl? (This is a serious question and I only wish it was mine.)

Heck of a Friday afternoon question. Your answer may be found in one of these standards. The following sentence is from International Plumbing Code Section 420.1 concerning approval of water closets:

Water closet tanks shall conform to ANSI Z124.4, ASME A112.19.2, ASME A112.19.9M, CSA B45.1, CSA B45.4 or CSA B45.5.
