Good Day Everyone,

Do you the purposes of vent on inlet headbox and drain on outlet headbox of air cooler?

You need minimum one vent and one drain for the hydrotest first, then you might need an automatic drain for removing the condensate (if that's the case) and many other process reasons. Then there is the code which require the manufacturer to provide the minimum number of utility nozzles;- also, every user spec I have seen require vent and drain nozzles, sometime multiple vents and drains. In your case, the air cooler seems to have a small fall towards the outlet header, for the specific purpose of facilitating the venting and draining process.

you are right, we need at least one of vent and drain for the air cooler equipment pressure test. I agree with that.

Once start-up, vent and drain seem to be useless, because the tube bank is sloped down from inlet to outlet, and piping have vent above air cooler and drain below air cooler. Is my understanding right?

Yes, you are right;- however, you should talk to the maintenance people to assess the need for draining and venting the exchanger, during the off service period when your inlet / outlet piping is isolated.
